Marginally, not a whole tier IMO.

Also I think suppressed Kale should be lower. She might have that power of that tier, but she doesn't use it given she's like Gohan in that she doesn't want to fight unless forced to (Though Caulifla tries to correct that.) I'd think Jake & Finn could beat suppressed Kale. But eh, I can see how you view it.
