The Evil team right now is something like Team Galactic in the DPPt games. The Player never really goes after team Galactic at the beginning of the story, they just get dragged into Galactic Shinanigans because Galactic blocks their way to progress towards their real goal, the Pokemon League.
The first time Galactic appears they're attacking Rowan, and the Player intervenes only because the person they're attacking is Rival & Rowan.
The second time they appear is at the Windworks, and you have to defeat them if you want to progress to Eterna City and the Second Gym Badge, which is your real goal.
The third time they appear is in Eterna, where you fight Galactic to save the Bike Guy because you can't progress without a Bike.
The fourth time is in Veilstone, and you do it to help Dawn/Lucas get back their Pokedex.
The fifth time is Pastoria, and you're helping Crasher Wake & your Rival in catching the grunt.
The sixth time is in Celestic Town, and you battle Galactic to protect the town from Galactic, and arguably, this is just because this town is important to Cynthia, who at this point would've helped the character along quite a few times, and is established as an ally. You also need surf from Cynthia's grandmother to progress.
After this is the main Galactic arc, and your character protects the Legendary Pokemon at Rowan's request. Keep in mind that at this point you're a 6 Gym badge trainer who can handle their own.
Post that, you're trying to stop the destruction of Sinnoh and all that.
For encounters 1 to 5, Galactic is never really a main target for the player. You literally only take them out along the way because you have to in order to continue your journey.
It's really always the case where either:
1) Galactic is blocking you from getting your next Gym Badge
or
2) Galactic is threatening someone/something the player has reason to care about
What the Evil Team needs to do is something like that. Since our characters aren't the Police or the Rangers, they have no reason to make the evil team their focus. What the characters would need is some personal stakes or reason for them to get involved. For example, the Evil team could kidnap one of the Contest Judges, or block off the route to a certain town.
We need to set it up so that they need to deal with the Evil team in order to progress with their actual goals.

More aptly I want to pace myself so that when I time skip for this day, I'm not doing it too fast.

Evil teams are usually side plots the player is forced to take part in since they're often in the way or just cause if they don't do something the world will be doomed like Kyuu has stated, because apparently the best trainer is the world is some 10 year old rookie trainer.
In this RP where police and Rangers exist, meaning actual authority figures who are meant to deal with these problems exist, I see no realistic reason our characters should actively get themselves involved with the evil team. Unless of course they do it on purpose in the pretense of wanting to help out, which would probably lead to the adults telling them off since a naïve kid will bring more harm onto himself than good. Getting involved on occasions where they're causing a direct problem that can't be ignore sure but not help out every little Joey who gets harassed by them.

They could be that but that doesn't mean they should be the center of attention for our characters, why would any of them try to fight them when they know how dangerous they are?
What do you suggest then? Because our ocs have absolutely no reason to get involved. If anything, it’s more reasonable to avoid the evil team at all costs.
Sure, several chance encounters may occur, but past that we’ve got no business getting involved unless one of the ocs decides to be a special snowflake and try to disband an entire organization solo.

Simple. It’s as Kyuu says, have some stakes that are close to a character. Such as kidnapping a gym leader or relative, causing damage to a city like a black out or halting the progress of the journey until they are likewise removed
1. I mean...again, cops would search for the gym leader.
2. Kidnap a relative? Why?
3. Essentially none of this would involve the ocs. It would be handled by...I was gonna say professionals, but...the police.
I don't think kidnapping a Contest Judge is a bad idea...Gym Leaders might be a bit much though. Maybe a Nurse Joy or something?

We arrived on a cruise and you need to go to the City Hall to get a Map/Pokedex/all-that-good-stuff. Then you can head to Aquamarine City, where everyone else is.
Also, we've been using a habitat list along with a random number generator for rolls. Three rolls per day for any route/area. However, if you roll, you need to encounter all your rolled Pokemon. Keep in mind though, rolls are optional, so you can choose to encounter whatever you want.
Ellen (my char), Devin (Jacob's char), Levi (Zandy's Char) — These 3 characters double specialize in contests and gym battles.

The Rangers aren't a major part of the story, though currently there's only 1 Ranger. I believe Zandy was making one...and I think I saw someone else indicate interest as well. In any case though, there will only be 4 rangers total, and they'll be background characters for most of the RP.
There are two evil characters, Zippity Zam Zoom, who's Shen's character and Nameless-grunt-who-get-pwned-by-newbie-trainer, who's Koop's character.
Sandra (Dark), Alex (Neb), Tyler (Retro), Rowan (Soul), Newt (Shen) and Ken (Koop) have no discernable goals at the moment.

Nameless Grunt is but a nameless grunt and he'll probably be arrested after this, also Ken isn't really a newbie.

Yep. That's why I had her stall mulling over it in RP. Since the Evil team attacked she's doing to Gym challenge to train her pokemon so she can defend herself.

We arrived on a Cruise at the Port City of Seafare. There's a map of the region in the first post, and you can also see the list of Pokemon available inside the city. If you want to do a random encounter, just tell me and I'll roll the dice for ya.
You'll want to head to City Hall first to collect your Pokedex, Contest Pass, a Map, etc. The basic journey stuff, and then you can join the rest of us in heading to Aquamarine City, where the first Gym is.
You can also roll the encounters yourself like how I do it.

Little extra info about Lizzy and Angel.
Lizzy’s brother, Alex, is an experienced Pokémon trainer. He has gone through all the island challenges and even competed in the first Alola league. His Primarina and his alolan ninetales had Angel and he gave Lizzy Angel shortly after the egg hatched.
Angel’s moves: powder snow, ice shard, moon blast, extrasensory, baby doll eyes, tail whip.
Lizzy’s dad gave her 4000 poke-paper for her journey. He works at a malasada shop with his slurpuff on ula’ula.

This is incredibly recognisable, I love it! Also I feel that there's a layer of irony in it due to Growlithe, a Pokémon frequently associated with the police, did something illegal
