They can, but Mei can't openly sign a document saying she gave permission to perform an assault on Foreign soil, especially not given the rather tense state of foreign relations. She's more concerned about quelling Kiri's internal problems than expanding ambitiously. Her ideology, as far as diplomacy comes, is to do what benefits Kirigakure, but even then she's a leader that focuses internally before setting her gaze outwards.

On the other hand, the clan leader of the Hozuki clan might just be interested in such a proposal.

Can I ask what this is about? I get your argument, but Mei should have like universal popularity with the Mist given she saved that nation from the worst era in its history. Ending the reign of the bloody mist. Even if the Yuki dislike her for their reasons that alone should not be enough to cause a state of unrest over her rule. The Uchiha disliked the Kage in their day, but that didn't cause a state of unrest among the entire village and they weren't force to cave into the Uchiha's demands.

There are eight different plans she can choose. But all of them include either subjuscation, purging, destruction, genocide, or indoctrination. Considering In war minato butchered thousands without mourning at all for his misdeeds, Mei would have little backbone to outright deny this action

The invasion of Konoha and Mei's act of helping Minato should have brought some favorable trade benefits as promised to her. If anything, she should be more popular and have council and majority village support over this.

Precisely. The 4 Major clans in the Mist(or at least all the characters we see from them) are practically all known for their blood-lust, or love of battle so it's in character.

But after the phiasco at the chunnin exams where she risked her life and the life of her people for an IOU the would most likely not happen, that shook them. Not to mention after she promised in front of all the councilors that nothing would go wrong in the exams.

To top that all off, Jin took that opportunity to gain his favor over them by letting them make a choice to go with him or Mei. With Mei to stay there and with him to go into safety. He earned some brownie points where she lost quite a lot...with the people that mattered as well.

And also you confirmed that embargo idea would work with the argument that Kohona was battered. As well as the village attack plan.

I think you are making a giant stretch personally to give the Yuki a bigger leg than they deserve in this manner. And I think you overlook the benefits of what Mei did and overstate the concerns about it. Maybe they'd sway one or two, but I honestly doubt the Yuki's big claim and attempts to undermine Mei would do more to hurt the Yuki than help them by being so vocal against Mei.

There were other parties present there. Like Shisui and the ANBU. And other credible members there, it was not just a "he said I said" scenario.

I said there was a risk, not that it would work. You can attack a "weak" Konoha and they'd still butcher you. I'm just saying they would not want a fight and if anything Shisui's report would make them want to honor it to gain their favor so that they have one less possible threat to deal with.

Also I'll just cap my point by saying I think we need a stronger reason for favor to turn against Mei the hero of the Mist then "well Mei said nothing would happen and an 3rd party invasion happened against a 3rd party nation that doesn't affect us."

Well look at trump as an example. He brokered peace between South Korea and North Korea, which is an amazing feat. Hey his approval ratings are falling so low because the media and people with powerful voices are throwing him down. The Yuki are those powerful voices, and some questionable decisions Mei has made recently has strengthen them and their ideals.

There were other parties present there. Like Shisui and the ANBU. And other credible members there, it was not just a "he said I said" scenario.

Actually they weren’t within earshot of a simple phrase. They were fighting fodder with Kakashi down in the exams arena and stands while Mei was on the roof. Now THAT is a literal and figurative stretch

Sorry, I've been busy with the other characters in this break arc. In truth, I kinda wanted Azumi to get contact with Danzo and be part of the plan so her group does SOMETHING that isn't literally stolen by Danzo or the Yuki at this point.

Lol bro this war thing was gonna happen originally like 2 or 3 years after current RP time in RP time with a bunch of arcs in between. Then it got shortened to like 1 1/2 year
