Not neccicarily needed 5+ people per cell, but scrounging up as much effective people as possible per these cells. Who knows? Maybe one of mei’s Little angels would want to join in
Zaku, Kou, Kidomaru, Sakon and ukon are a cell for instance. Some stronger than others but I think that’s the first cell that’s formed for this mission
Perhaps I'll introduce Hyōryūgetsu

Nai, I'm following Mei's canon strategies, so she's focusing on stabilizing the Mist's internal affairs rather than gathering more power from outside sources.
She's more than confident that the clans of the mist would rush to the jinchuriki even without her order so she's just letting them do what they want while she takes the chance to strengthen her position.
Also, note that Furījia doesn't fight like Sagisō, you'll need to be careful about attempting a one-size-fits-all to my Hyūga.

I mean you can mention it directly in some quick flashback post. Unless you want Taiyo's instructor to be a mystery for some reason. I would explore the mutual love of Icha Icha Paradise as well as their time on the mission for Tsunade together (Along with Taiyo's pestering) to explain why Jiraiya wanted to teach him.

Sounds good, unfortunately I don't know how I can write it in a logical and agreeable way for Taiyo and Jiraiya to bond, I'm open for ideas, but if there s none then I'll attempt to post tomorrow.
Have Taiyo blackmail Jiraiya as he peeps on girls in the hotsprings (Maybe Tsunade is there to add some punch to the threat) XD
In all seriousness, just make mention of Taiyo going to speak to Jiraiya. Have mention of him asking Jiraiya to help train him for a few days to wear him down. Have him highlight the arguments (Taiyo's history with Jiraiya during the mission, love of Icha Icha) while he montaged asking him and finally have Jiraiya agree to train him under whatever conditions he would permit.
I'd wait for Shen and/or kyuu's impute. Not the best at this but trying to help XD
Hmmm, apart from Jiraiya, there's the Sarutobi clan and they're good with Fire Style.
The most compelling reason I can think of is that Jiraiya is searching for the child of prophesy and Taiyo is the closest one to the description since he's similar to Naruto. Them sharing skevy tendencies is a bonus.

I feel Tomiko would be a candidate as well, but I agree with this point. Makes sense to me and Taiyo has similar characteristics. Plus he got to show his stuff in the Chunin Exam Finals before the world and tagged with Jiraiya personally.

Lord Kami!Well, Tomiko and Azumi would be the most likely for consideration among my cast. Though I feel having a legit chosen one in the story might skew story importance towards one OC over the others. It's one thing for Jiraiya to think someone is the Child of Prophecy it's another to actually be one.
