That's the point. Neither the Daimyo nor the Village has a way to learn of it. And to be honest it doesn't seem as big as a deal as the technical version. Sure it's "invading a country" but it's actually more so "we're taking a tiny amount of fishing space." If the invasion were to grow to something as to a decent amount of fishing territory, Konoha would be alerted.

Even the Hōzuki won't be able to run a genjutsu scheme large enough to seamlessly swipe more than a couple villages. Any more than that and they'd get noticed pretty quickly.

Yeah, but other than Orochimaru, the Sound village is a 5 minute clean-up job for the Konoha forces.
Its not bias, its just true. The Sound rely to heavy on individual enhancement. There numbers are waaay to low to be considered a real threat.

I don’t think any of our OCs will be able to deal with Itachi or Shisui. But I’ve already figured out how to take them out. Fugaku will be difficult though.
