Unfortunately, we don't get a good look at Raiden's speed. He's pretty fast, fast enough to run up the side of a building (It being quicker than going up the normal way), but other than that, we don't get a good look at his speed. We
do know that it would take him more time to reach a place on foot than on Helicopter or Motorcycle, so we can assume he's
fast, but not
fast enough. Not fast enough without exhausting himself. As for combat speed, he fights very rarely with his fists- the one example we get is against Armstrong, though he gets his butt whooped. Still, that's more Armstrong being an invincible monster rather than an example of Raiden's capablities. Therefore, Raiden can be assumed to be
peak, but not super. Finally, his reaction speed. Raiden, similar to Nathan, has a way to artificially lower his perception of time. Of course, this has it's limits- but it's worth pointing out that it dramatically increases his reaction speed. As such, he's easily able to hit Superhuman reaction times. I'd say Subsonic is
too much lol
Still, Raiden, even when he wasn't enhanced by cyborg technology, he reflected bullets with the HF Blade, and took on several
AI controlled RAYs.

Raiden's punches are pretty powerful. As displayed, his punches alone allow him to almost match Armstrong- enough to let him nearly match him. Not to mention, the fact his punches do the same damage to Armstrong's nano-enhanced body as his regular HF Blade does, which is similarly impressive. He's streamlined for combat, not to mention his multiple shows of incredible athletic skill-
See him flipping Metal Gear Excelsus. Point is, a punch from this guy will
hurt.
You may question why I put powers here. Well, Raiden has mild control over electricity-
demonstrated here, on some FROGS (Essentially enhanced soldiers through Nanomachines.) While these powers do show up to some degree in his fighting (Generating sparks and bolts off his sword) unless your cannon fodder it won't do much.
Raiden gets messed up.
He holds off Outer Haven, a huge war vessel, with one arm. As seen, he survives, losing his other arm.
Raiden also survives getting pummeled into MG Excelsus, which is punched so hard it explodes. He can, indeed, survive a lot.
Stamina: Peak Human
Easily. You cannot hold off a huge vessel, survive, and then run over to fight off and continue to support the fight, without a lot of stamina. Raiden pushes it to the brink and back. He got back up after getting pummeled hard enough to destroy a huge mech, granted one he did most of the beating on.
Intelligence: Above Average
Raiden's an avid reader (He notes Mistral's ethnicity, French-Albanian, is shared with the protagonist of
L'Etranger) and obviously had to be smart to get his role. Of course, he's no genius- he just shows a willingness to learn.
