Kai: *walks up on a podium and clears his breath.* attention all Xenos and mist ninja alike. I have been told that there are some curious about our ways and especially the likes of the Yuki’a treatment toward Xenos, so allow me to share a chapter from my favorite book.

Chapter 24: “the Xeno restriction and protocols”
As from chapter 23 all about how a Xeno shall address mist ninja or people from the mist, it bleeds into this chapter greatly. If you are a Xeno reading this book, pay close attention to this chapter as it greatly impacts your interactions as well as your daily lives. We shall be covered the rules and conduct of Xenos and mist ninja not only interacting with one another, but the common curtesy an manner that should be presented on both sides. This is probably the most important chapter in this book, I cannot stress that enough. We shall get started with the golden rules.
1.
A mist ninja must never be disrespected or insulted by a Xeno. Doing so frees the mist ninja in question to enact the right of retribution. (See page 32)
2.
A Xeno must never accuse a Mist citizen or mist ninja of betraying their family. To make such an accusation frees the mist ninja or citizen to enact the right of retribution. (see page 32)
3.
A mist ninja must never attack for no reason at all. As attacking unprovoked would not be under the right of retribution, resulting in a disgraceful act that could damage their name.
4.
It is considered rude to refuse an invitation from a mist citizen or ninja, and is considered taboo to do so.
5.
A servant to a mist ninja has forfeited any right, including the right to live, which may be taken as the owner sees fit.
6.
It is considered a compliment for a hunter-nin (see page: 273) to take off his/her mask to a Xeno. This is one of the highest honors one may receive.
•Exceptions: To show a soon to be killed the face of their killer.
7.
Mist ninja Sparing matches must never be lethal unless fighting for the right of retribution (see page 32.)
8.
A Xeno that approaches a mist ninja or citizen with a Mist berry wild fruit is considered a great compliment and show of respect, and to deny such an offer is only acceptable if the Xeno in question is of poor character.
9.
To swim in mist water for pleasure purposes uninvited is considered an insult to the mist and will mostly be treated as such.
10.
Poison is considered a weapon that a mist ninja would use when the target is unredeemable.
11.
To shed mist blood on foreign soil is considered a fatal mistake on whomever made the shedding possible, and mist suffer the right of retribution by any mist ninja in the surrounding area. (See page 32.)
12.
Flirting from mist ninja or citizen to Xenos or vice versa is strictly prohibited. To do so would result in the immediate exile of the Xeno involved and punishment (if neccicary) on behalf of the mist ninja or citizen.
•exceptions: if the one in violation does not know of this rule, one would immediately make them violate aware, and they would get away with it for one time.
13.
By no circumstance whatsoever may a Xeno be allowed to breed with a Mist citizen or ninja. The Xeno involved will be put to death on sight. The Mist citizen or ninja involved will have shame casted upon them for ten years following the animal affair. If there is a child involved it will be up to the Kage to kill or spare said child.
•exceptions: if the child has an excellent or foreign kekkei genkai then it is not to be put to death.
14.
A mist ninja that refuses to fight is not a ninja at all. All mist ninja are required combat training to an extensive level. If they do not acquire this training, they cannot advance to chunnin or above.
•exceptions: The mist ninja has shown promising skill that exceeds that of their level by a vast margin.
15.
Directly insulting a Kage to their face is considered horribly rude. If it’s a Xeno, the Kage has a right to kill them, same as their guards. If it is a mist ninja, they can still be punished but not by the death penalty. It is considered taboo however to take extreme measure when punishing a mist ninja for this affront.
•Exceptions: Heads of clans can get away with this.
16.
The most respectful way you can greet a village head or diplomat is by a long bow that arches your back, although bowing on one knee it’s accepted as well when in front of the Clan head. If a Xeno does not do this however it is not punishable. A mist ninja will be expected to know of such protocol.
17.
It is forbidden to teach Xenos any mist ninja techniques such as:
Water style
Hidden mist justu
Hiding in water justu
Or any other such unique Justus(page 62). To do so is an unwise move that will eventually be used against you.
18.
The only Xenos that should be treated as equals initially are the Xenos that originate from the senju clan. They bring life and peace in their wake, and put down evil. Many of senju had brought peace offerings and joy to the mist and must be payed by kindness in turn.
19.
To swear by your family is considered the strongest vow you could take. If one were to break this vow, weather Xeno or mist, shall be met with extreme prejudice.
20.
A servant may be made of a Xeno if they are tried and convicted of crimes against the mist, or attempted murder, however rare in recent days. If a servant is to be created this way, the victim (if alive) will become the owner.
