Tactics and Wit will always trump power unless they're a significant gap between both parties. If the gap that exists is an absurdly large ravine then absolute power will crush even the most intricate of tactics.

However, within the confines of the Naruto world, for ranks below the Kage level, there isn't enough divide for tactics to be rendered useless.

If your opponent constantly outwits you then that would be a rather likely outcome.

Though, noticeably, the only people who go out of their way to mull over strategy like nerds, also don't care too much about win-rate and base their matches on their judgment of the situation rather than anything else.

I mean, Sagiso hasn't lost a match yet she didn't chose to give up. And you are one of the better strategists.

I get your overall point, but Shen (Who is pretty good as well) also has a really high win record with Zaku and Katsuo is unbeaten in this story with Zander.

I was including Shen when I spoke of those of us who contemplate strategy in that...excessive manner.

As for your points;

Sagisō has given up 1 match, and the outcome was because Zander and I already decided that she wouldn't marry Katsuo, otherwise, I would've just had her lose there and then. Her 'giving up' wasn't a facet of the character herself but instead of Rper decisions.

Shen barely bothers to strategize with Zaku, he's literally just spamming Airwaves and every now and again he'll get really spicy and fire airwaves through the ground or something.

Katsu has only had what...2 exam fights + forest of death fights total? Regarding his exam fights, 1 was a draw, and the other Sagisō 'gave up'.

I mean, Sagiso hasn't lost a match yet she didn't chose to give up. And you are one of the better strategists.

I get your overall point, but Shen (Who is pretty good as well) also has a really high win record with Zaku and Katsuo is unbeaten in this story with Zander.

Three of those wins were against the same guy, who is weak to Zaku. So that’s 40% of his win ratio right there

Nah, Shen puts a lot of thought into the Airwaves. That is strategy, making the ability come off as a "one usage for all" kinda ability given how many applications he thinks for it.

Nah, she gave up the Reaver fight without really trying at all (And if Mori & Azumi can force Reaver out, I can guarantee she could've done the same to).

Just saying, win loss records define character performance. And the better strategists tend to have characters with the higher win percentages. Azumi is kinda the outlier among the top tiers given I consider myself underwhelming in that area.

I’ve already started on the bio but I need some info.

Mainly where has the jinchuriki been this whole time? Can I make something up or is there something you guys would prefer?
Preferably from the leaf or was from it, as the entire attack on the leaf via fox happened

Again, yes, but fringe. Cause I feel she had the benefit of a lot of favorable circumstances to add to her win record. I'm still not proud of how that Kiro fight ended up going and it will forever be a stain. And she tends to get overshadowed a lot, this Baiyan vs. Reaver fight highlighting that.

Also I figured the Nine Tails was sealed in some jar or container or something deep underground the village till a suitable host arrives.

Again, yes, but fringe. Cause I feel she had the benefit of a lot of favorable circumstances to add to her win record. I'm still not proud of how that Kiro fight ended up going and it will forever be a stain. And she tends to get overshadowed a lot, this Baiyan vs. Reaver fight highlighting that.

I'll retract my statement on Zaku, though I meant it more in the sense that he hasn't been using Zaku to craft strategies meant to be well...certain defeat. Or perhaps I should phrase it as the intentions of the strategy are different? Strategy with Zaku is meant more for expanding the character's capabilities first and foremost, and after it factors into defeating an opponent.

Hmmm, rather than making a move to Checkmate the opponent, Zaku is making a move to turn a Pawn into a Queen.

Edit: The final goal is still to defeat opponents and what not, but it's a markedly different type of strategy than Reaver's mortar.

As for Reaver's fight, you nailed it. Battle Reaver wasn't her goal at that point in time, it was pointless as far as she was concerned so after a few failed attacks she opted to leave.

Alright, best solution is that you simply need to have Azumi fight more. That'll prove everything.
 
See! I know exactly how to make the perfect character plot. I suggested Kiro Raiku and Furijia go to iwa's team and fight, tomiko is team iwa

and then sent them to fight an Earth-style Brawler :T

Well, she won't be interacting with the cast for a while. Off doing her own thing on a different nation. Nameless extras it is!
I'll be creating those nameless extras, thank you very much. You'll need to work for those wins as well.

Maybe, I'll alternate with Shen for nameless extras.
