Wouldn't benefit either. His innovations don't help the nation at all and he keeps his shit in his underground labs with people hanging out in collection cages. Outside of the select few pawns.
There is a difference between experimenting with curse marks for a couple of people who don't die from it and say medical or industrial research that actually does impact a nation positively.
Sagiso is just scary in general, and I am next on her hitlist. If she wears a mask, I might have a plan though

The research stat would basically just lead to Konoha and Suna being of a completely different technological age by the time our characters reach Shippuden. Especially Konoha with its plethora of Divisions.
The Mist doesn't even know how many ninja it has because it doesn't register them, Meanwhile Konoha can identify every single chakra signature that enters and exits their village :T

A guy with canons and what not does not help the nation as a whole as again Orochimaru keeps his stuff to himself as secret experiments. Would you say Suna was innovative if say one invented the cure for ninja cancer but kept it underground? It benefits him and his personal allies but not Oto.

I’m talking about wonders than can be used or be used widescale by a village, not a kekkei genkai or anything. And research sharing is a thing, like how we got horses to America, or lightbulbs got mass produced. But as far as production is concerned and pumping out these wonders. That is what I’m talking about

They keep making these things however. And engineered super soldiers count as a technological marvel Jacob. Orochimaru May keep secrets, but they share a LOT with the outside world

No he doesn't? Most of his super soldiers he keeps in his secret labs sometimes to act as guards for them and what not. He shares nothing with Oto or the public.
The main issue is that advances in one field would up the research stat which would intern allow for advancements in a completely unrelated field for what is essentially no reason at all.

Yea, but the only people that can perform the Jutsu are medical specialists, and for all accounts and purposes it makes no sense for you to save one critically injured man at the cost of your best doctors while losing all your slightly less injured patients.
The jutsu is basically niche to the point where it'll never be used unless the medical ninja is gonna die either way because otherwise, the medical ninja has more value than their patient.
The Issue is that Orochimaru putting canons in people leads to a revolution of the agriculture industry and massive increases in food output and that makes no sense :T

Exactly. His toys, his things to show off. It doesn't benefit the nation but the man so it would be disingenuous to rank Oto high just because Orochimaru has some super soldiers. Which is jarring next to medical advances of Suna or multi-divisions of the Leaf yet all get ranked the same.

Then perhaps 3 different categories of science are required, just like Stellaris:
Physics
Biology (Society)
And Engineering
Still, though, no one in their right mind would trade a highly skilled doctor capable of saving hundreds, for 1 or 2 patients with a super risky procedure.

You could definitely do that in Rp, my point is that making a stat for it just seems pointless.

The Jutsu we're talking about is the one that brings back the dead. The rest is just ordinary medical ninjutsu.
So of course, we'd rather have her do that to like 100 people than kill herself to bring back 1 dead guy.

A clone stays even if a character’s chakra points become closed right? The chakra is already separated so I don’t see why they wouldn’t. I’m leaning towards a draw but depending on the answer here, I might want to see how things play out. Finished my post but might have to edit something if the answer is no, which I highly doubt.
