That would be the demonstration.
Simple stuff, showing it's corruptive/replicative power with a cup or tub of water, and it's lethality with some poor innocent animal.
Eh, Kage orders. Your job will be to look meek and perform the demonstrations.

Hama would be required for something like this. Because one splash on the wrong person...in a room full of Kage no less could incite a war if left untreated, and Tsuki has no expertise to remove it herself

Eh, nice try, but Mei can kill the black water herself by canceling it out with her lava release. As long as they give the demo a wide berth, there shouldn't be any problems.
So Hama either comes willingly or not at all.

That’s just more dangerous for everyone involved. And that’s saying Tsuki accepts

Again, a wide berth. Give the demo a lot of open space. I refuse to believe the black water will splash 20 ft or so to hit a Kage.
If Tsuki won't do it then neither needs to come. The demonstration does not require them, and it is not a negotiation.

Gold dust seems to be present around Suna as he usually takes of straight from the ground.
I literally only need her to use a long pole, and pour samples of black water into a cup, and onto an animal lel.
No need though, I can bring my own Medical Ninja for it.

You are forgetting that much about the black water is unknown, however Hama knows more about this situation than Tsuki, treating the first case of this year’s ago. For all you know there could be other features.
Seems just rather reckless to bring a dangerous poison in a room with every important person of every important nation without the specialist solely because of mei’s Pride to ask

She knows enough to carry out a demonstration of such simplicity, and furthermore the apparent lack of knowledge would only make it appear even more dangerous to the other nations.
I will go through with this without Hama if needs be.

I guess that seems doable, however Tsuki will be expressing these concerns in RP, so...have fun adressing those.
Suna actually does sell gold, you can find it in the Wiki. I suppose it just isn't that precious in the AU world.

It's cool. This is just about the most effective method to smokescreen the other Kage using another issue of great severity.
Unless the Black Water develops some new abilities, it'll be fine.

I think everyone would agree with me here when I say you'd need to pull something kinda BS for a shinobi to mess up pouring water with a 20 ft pole.
Alright I’m back.
First off, I’m thinking too scrap that civil war idea. There’s no point in shooting myself in the foot if I’m still going to control this village. Since they’re all even, I should actually be buffing the village. No Uchiha Massacre as well since I’m going to try and give them that Hyūga/Yuki development. Maybe some more MS users for starters. There will be full backstories for each ofc.
No point in starting that inner Hyūga rebellion as well since I want their full support.
Will probably start finding things that each noble clan can help with as well. So clans like the Nara, Inuzuka, Aburame, Sarutobi, Yamanaka and every other clan I can think of can prosper. Since there’s no need for Danzo to actually do anything, he’ll remain in Root and continue operations for the Leaf. Might even him form a collaborative relationship with Minato.
As for Tsunade, I’ll keep her in they Leaf and have her start a clinic as well as train a select a few in medical ninjutsu. With Tsunade and Shizune on board, they can go towards the goal of having the best medical system in the ninja world.
Military wise, we will continue that plan to bring in smaller villages. Less violently of course. Some protection and funding from the Leaf could go a long way. Plus there’s still that deal Pakura made with the Leaf for Kin. There’s a huge amount to be gained from that.
Could also get Guy to start taijutsu lessons. Maybe create that squad of Rock Lee had in the last. A group of people capable of using the eight inner gates. Will also need a new Ino-Shika-Cho squad. There’s also still my nine tails OC that’s waiting to be introduced.
That’s all I could think of in ten minutes. Any other ideas?
