I'd point out that the first scenario, although higher tension, is paradoxically safer for Hasa. So with that scenario, if they so desired, the Hasa girls could stay for the full duration of the exams. The Leaf likely wouldn't act against them to avoid inadvertently starting something in the uncertainty of the situation.

Dokyo: Dokyo is a 5 ft. tall puppet when standing at full height. Dokyo has four arms are 10 ft. in length and feature many joints allowing the arms to swing like whips. As the joints make strike something, they create an explosion effect. as the arm whips around, it creates a ripple of explosions.
Dokyo looks like a young boy with messy hair, a red tear drop painted on his left cheek, and wears standard sand ninja armor, and a cloak over its armor. Dokyo means courage. Dokyo was a boy named Nohl. Nohl inherited explosion release from his father, and was dying at a very early age from a disease that weakened his body. Before Nohl would pass, he would make the offer to allow Lin to turn him into a puppet so their friendship wouldn't die. Lin sometimes calls this puppet Nohl and occasionally talks to it. When Dokyo isn't in combat, its legs can wrap around its torso, and its arms can wrap around the user like a backpack. The puppet tucks its head in to appear more like a backpack. Lin takes this puppet with her everywhere.
Lin's second puppet is a large 8 ft. tall puppet named shugosha. Shugosha means protector. Shugosha is a large burly puppet with various furs used as clothing. The large puppet with very thick body parts. The puppet has holes drilled onto the sides of its body where earth release chakra flows through the puppet coating the already sturdy puppet in a thick earth armor.
Lin's third puppet is called Raimei meaning thunder. Raimei is 5 ft. mostly humanoid shape. Raimei has jaged spikes on its body similar shaped similar to feathers. Raimei also has small holes along its finger tips and beaks where it can fire electricity. Yes. Beaks. Raimei has bird face(s). A head with four faces. Each face is a bird's face. The front is a crane, the left is a crow, the right is a rooster, and a peacock in the back. Each beak has a hole in the upper top part of the beak,
puppeteer prosthetics: Puppeteer prosthetics is a general term used to describe whatever prosthetics the user might happen to summon. The user has access to spare arms, legs, and even wings.
Puppeteer prosthetic limbs are built to be sturdy, but also so that chakra may flow through them and can be used as one one naturally move their own natural appendages. Puppeteer prosthetic limbs can also be upgraded allowing the user to jump higher or have sturdier limbs and more depending on the skill level of the creator.
Description: Lin has long dirty blonde hair that goes all the way to her hips. her bangs are messily parted behind her ears so they don't get in her eyes. She has dark green eyes and has dark eye bags from regularly sleep deprivation. Pale skin and fairly thin. She has four prosthetic limbs. Her arm prosthetics go all the way up to her biceps. Her leg prosthetics go all the way up to her thighs. Despite being prosthetics they are the same color as her skin ,but upon closer observation one can easily tell they are not her natural arms or legs. She wears a dark blue short Kimono that stops at her mid thighs with white spots in a vertical line going up the sides. She wears knee high ninjashoes sandals. She wears a sand village headband around her waist right above her belly button.
Bio: Lin grew up in the village hidden in the sand. As a kid, she had no real motive or interest in becoming a ninja or shinobi of sorts. She seen the way ninjas came and gone. There were more cons than pros to becoming a ninja so she didn't desire that life. She did however take great interest in puppetry ,and puppeteer ninjas by association. She liked the unusual puppets the most. As a kid she made small toy puppets as a hobby. She enjoyed giving them weird or creepy faces. Sometimes multiple faces. She also enjoyed painting them different colors.
As Lin grew older his art became more serious. She was bent on perfecting them that he no longer cared about painting them anymore. For a while she even lost his interest in making puppets. her only motive was to simply make them 'perfect'. Though she could only try. Her puppets were always flawed in some way or another as she was only human, and humans do make mistakes.
One day an earthquake hit, and the home Lin was in collapsed. Lin was rescued, but his left arm was horribly injured as part of the roof fell, crushing it. Lin had to have it ampliated. This lead Lin to briefly fall into a depression which lasted a few months, when an old friend, the guy who taught him how to make puppets, gave her a wooden prosthetic arm. It was somewhat crude compared to the ones she uses now, but the man put a lot of effort into making it sturdy to last. Lin began improving on the arm, and eventually just scrapped it entirely after she could simply make a better one.
Lin grew to like his prosthetic arm. It was much more limber than her actual arm, and she could always modify the prosthetic one to her liking. For all tenses and purposes, working on his prosthetic arm was just like working on puppets. Lin eventually went on to replace her other limbs. She also rediscovered her love of puppet making as she continued to make and improve his puppets. In her strange and pretty crazy messed up way. Though she liked improving her limbs the most. Lin was practically a puppet herself. Not really, but she enjoyed being able to work on them. She enjoyed it so much that she may have became a little obsessed with it. Maybe a little too obsessed. If she starts saying "The flesh is weak, I can fix that" than someone should stop her. At some point Lin's friend Nohl would become her puppet Dokyo. This was mostly so their friendship wouldn't die when Nohl's disease took him. Between Lin's friend Nohl and her old mentor, Lin was convinced to taking the mantle of a ninja. She never really cared for the nin-do or any of the other ninja traditions when she first joined, however she is slowly becoming more accustomed to it. She still enjoys making fun of ninjas with complicated or sappy nin-dos and stuff, but that's neither here nor there.

Careful with that explosion release puppet, gives Lin quite a lot of things to focus on: three nature transformations (four if you include fire) and puppetry techniques.

She commonly wears a red yukata, but it has holes in it made from steam released by use of an ability that her tailed beast has, one of the holes reveals the top of her seal for Saiken. When in Initial Jinchuriki, her eyes turn dark green, her hair spikes out, and a red Chakra veil forms around her.
Bio: Ayaka was born to two chunin, one being the previous Jinchuriki. Her father passed the tailed beast from himself to her safely at a young age, as he knew he was dying, and knew Ayaka had the best bet. She knew something was happening, but she didn't know what it was. She kept her training secret due to Water release. At age 9, someone tried to attack her mother and four year old brother and her fears kicked in, bringing out initial Jinchuriki, she didn't know it at the time, but she had use some of Saiken's power to defend herself. Her parents panicked initially, but her mother knew what was going on, since her father was a former Jinchuriki himself. She would train on Water release Jutsu between ages six and her current age (Maybe has Seven Water release jutsu under belt.)
Likes: Swimming, making friends, sweets.
Dislikes: Boredness, Spicy Foods, getting lost.
Fears: losing those close to her. (This would Trigger loss of control of Tailed beast.)

Not the OP but one issue is we wanted to keep the 5 Tails in Iwa for the sake of global balance. Not sure if posted here but here is the layout far as the Bijuu go.

He wears a white Jacket with a black strip that goes to the sleeves (image shippuden naruto’s jacket but the orange is replaced with white) white pants white black sandals, black fingerless gloves, black neck gaiter that only covers the mouth and a brown shuriken pouch around his waist. He’s a incredibly loyal person and is always willing to help someone in need, but can be quite blunt or sarcastic at time. He can crack jokes from time to time even if they might not be funny to some people, he’ll still laugh at them. He also has a bad habit of talking to himself
Bio: Kaito has lived in Konoha for most of his life by himself since he never met his parents and was an orphan he simply found a place to live in the village and spent most of his time doing odd jobs to earn money. He would also spend some of his time going to a near by river and either train or fish for a whole day. But one day while at the river he was attacked by a bear and began to fight it, that’s when he realized he had a love for fight simply throwing punch’s with the bear made his heart race and made him smile wide. Once he got a little older, he started going to the ninja academy to become a strong ninja and fight even strong opponent’s once he reaches higher ranks. But he had one problem, whenever he fought someone he would have a Devilish grin on his face and would start laughing maniacally. So people started to avoid him and wouldn’t make eye contact with him, he started to stop talking to kids at his school and everyone else in Konoha since they were afraid of him. Which is what started his habit of talking to himself since he felt so lonely.
