Basically, Tim used him time zone power to bring Draco's body back 10 sec before his heart stopped. Jon has just arrived to heal Draco and then tried to knock him out

FYI Jon just placed a neutralizer onto Draco's chest. So everyone's powers in a close proximity should be temporarily gone

I say anybody who's touching it. If that was true, and he had it with him the whole time, then his allies would have lost their powers, but the whole prison was made out of that stuff, meaning that they were always powerless
