Technically, whatever Pokemon that's your first is a starter Pokemon, but each Region usually has three specific 'iconic' start Pokemon. And they're always Fire-, Grass-, and Water-Types. Most Starter Pokemon are specifically bred to have a certain ability. For example, the 'norm' for a Water-Type would be the ability Torrent. Basically, Torrent increases their Water-Type moves by a ton in battle if they're close to fainting. Now, if I recall correctly, the other ability Mudkip can have is called Damp. I think it prevents other Pokemon from self-destructing. And, really, whether or not a Pokemon is considered normal? That depends on rather or not you consider there to be a norm for humans. Each Pokemon is different, just like every human is different."
